PAIL Network is pleased to present our strategic priorities for 2024-2027.
This plan sets out a clear path for PAIL Network as we continue to work towards a better care experience for families who experience pregnancy and infant loss in Ontario. It builds on our past progress and outlines clear priorities for action in four strategic directions:
- Family Support
- Health and Support Professional Education
- Awareness and Advocacy
- High Performing Teams
This plan has been developed in alignment with the DAN Women and Babies Program’s strategic priorities:
- Comprehensive Women’s Health
- Specialized and Complex Obstetrical Care
- Leader in Neonatal Outcomes
PAIL Network initiatives support Sunnybrook Health Sciences Centre’s vision for the future by providing education to inform specialized and complex obstetrical care, fostering relationships with health and service providers across Ontario, and demonstrating leadership in bereavement care and support for families across the province.
PAIL Network would like to thank the many people who contributed to the development of this plan. We are excited about the path it sets out for the next three years and we look forward to working together towards achieving its goals.
Reflecting on our Progress
Our last three years were focused on building a foundation upon which to grow our Family Support and Education programs across the province.
We have accomplished much in the last three years, including:
- Growing the types of peer support groups offered in Ontario, specific to the type of loss experienced, includinggrief after abortion group, parenting through loss group, partners in grief, and support for grandparents
- Reconfigured in person support to online support (COVID) and began to offer daytime support
- Increased the number of families receiving peer support from 882 in 2019/20 to 1235 people in 2023/24
- Onboarded over 150 new volunteers
- Reviewed website resources to ensure they are accessible in mobile formats
- Gathered information about usage of the website to learn what is viewed most often
- Produced a new booklet for families about the loss of a multiple
- Created a virtual option for our Compassionate Care Workshop (CCW)
- Created new videos for professionals to learn about the importance of memory making items, and how to make hand and foot moulds
- Reimbursement provided for attendance at a CCW specific to emergency department staff
- Included health profession students in educational offerings, including CCW and interprofessional education
- Ongoing learning and building relationships with families, professionals, and leaders in indigenous communities about how to facilitate valued traditions and teachings after a baby has died
- Provided iPads to remote communities to enable access to our website and online support
- Hosted a national pregnancy and infant loss conference, “Connected In Care”
- Expanded relationships with organizations aligned with our vision and priorities; hosted over 100 outreach and information sessions and mailed over 3000 information packages
- Presented our work across Canada, in the USA at the Pregnancy Loss and Infant Death Alliance (PLIDA) conference, and internationally at the International Stillbirth Alliance (ISA)conference
- Supported communities to host Wave of Light events across Ontario on October 15th and Walk to Remember events in June
- Began gathering data about the events that PAIL Network hosts to measure impact and ensure they are meeting the needs of families
Our Planning Process
As we embarked on the planning process, we were committed to casting a wide net for advice and ideas, honouring our provincial mandate and our commitment to be guided by the lived experiences of families who have lost a pregnancy or infant and those who care for them.
- We conducted an online survey to ask families and healthcare providers for feedback on PAIL Network’s progress to date and more importantly for advice on where we needed to focus going forward.
- We held virtual consultations with families across Ontario.
- We reviewed the feedback we had received from families and health care professionals after their participation in PAIL Network programs.
- We also consulted with our volunteers and staff about what PAIL Network could do better and listen to their new ideas for the future.
All of this input and feedback was collated and directly informed our decision-making about the goals, strategies and initiatives captured in this plan.
The Mission of PAIL Network is:
To improve care and support for families who experience
the loss of a pregnancy or infant through high quality and
evidence-based peer support programs, advocacy, and
education of health and support professionals and the public.
The Vision of PAIL Network is an Ontario where:
Families who experience the loss of a pregnancy or infant are cared for and feel supported automatically.
Babies are remembered and honoured, and the entire family is embraced by their community.
Health and support professionals have the knowledge, resources and support they need to provide skilled and compassionate care to families who experience the loss of a pregnancy or infant.
Communities are informed about pregnancy and infant loss and bereavement and are able to wrap around families who experience it with compassion and without stigma.
Leaders, funders and decision-makers recognize and support effective and properly resourced care for pregnancy and infant loss and bereavement as an essential part of a high quality, person- and family-centred health care system.
The health care system offers a standard of care that is comprehensive and effective so that every family who experiences the loss of a pregnancy or infant receives the care and support they need.

2024-2027 Strategic Direction
Family Support
- Expand the selection of information and resources for families on the PAIL Network website
- Continue to increase the number of peer support groups, including in person groups
- Provide peer support for Indigenous families that is culturally informed
- Develop online presence for families to receive support and information (social media, PAIL Network app)
Health and Support Professional Education
- Education for health and support provider groups, and students of these professional groups
- Highlighting the impact that health and support professionals have on families and their experience of loss
- Targeted education for professionals and students of professional groups, including new modalities
- Expansion of education outside Ontario
- More online resources for health and support professionals and families
- Partnerships related to improving early pregnancy loss care
- Creation of research and knowledge translation that is focused on families in Ontario, and experiences of health and support professionals in Ontario when caring for bereaved families
- Hosted time for professionals to connect with each other (i.e. live education sessions, workshop to develop toolkits)
- Expanded education with and for equity deserving groups, for use by professionals who provide services and supports to these families
- Build a consultation/support model for quality improvement for professionals and organizations
Awareness & Advocacy
- Community based events
- Continue to expand awareness of PAIL through public speaking, partnerships and networking
High Performing Teams
- Continue to maximize internal resources, including volunteers
- Expand relationships with other organizations at a systems level and support a regional approach
- Implement evaluation processes that invite continuous improvement
- Embed commitment to diversity, equity, inclusion, and antiracism in all aspects of the organization
